Louisiana is hiring! This position is next in line to the I/DD Director for Louisiana, and it oversees and manages all programs associated with our Office. We have many exciting things happening in Louisiana, and we are looking for a team member who can help us continue making positive changes in our system to improve outcomes for people with I/DD. This position reports directly to the Office for Citizens with Developmental Disabilities (OCDD) Assistant Secretary / Director. This position is responsible for management of policy, process, and oversight for programs within the Office, including Home and Community Based Waiver Services, EarlySteps, OCDD Programmatic Unit, as well as quality activities and liaison activities for the LDH TEFRA program and Local Governing Entities. This position is part of the OCDD Executive Management Team and is responsible for direct supervision of 5 management level staff and approximately 40 additional staff. This position establishes statewide systems to ensure program and staff accountability, and directs the formulation and revision of rules, regulations, and procedures for OCDD programs. This position must be able to manage multiple high-level programs and process change simultaneously. This position may represent the OCDD Assistant Secretary regarding programs and
services with I/DD stakeholders, including but not limited to individuals receiving services, families, providers, legislators, advocacy organizations, and regional entities. This position will work collaboratively with Management Level staff across other Louisiana Department of Health offices and agencies.
This position is located in East Baton Rouge Parish, Louisiana. The minimum and maximum salary range for the position is $83,366 - $164,070. Applicants must possess a minimum of a baccalaureate degree plus five years of professional level experience in a public or private sector setting.

Statewide Program Manager 1: Nursing Facility Clinical Liaison

The Office of Aging and Adult Services (OAAS) has an opening for a Statewide Program Manager 1 to serve as a liaison with the nursing facilities that serve our state. This position will be located at the OAAS headquarters office in Baton Rouge, Louisiana.


The incumbent in this position will be responsible for supporting nursing facilities statewide in continuing to facilitate high quality care in serving elderly and disabled adults. The incumbent will serve OAAS in this position by networking with facilities to understand their operations and needs in improving quality; assessment of those needs and development of mitigation strategies to reduce risk and increase quality of care; contracting assistance utilizing available CMP funding; reassessment and partner engagement to sustain improvements realized. The expectation for this role is to support nursing facilities in initiatives to improve quality and the resident’s experience. The functional areas of work are largely administrative in nature, as this role provides both quality assurance and resource support for these critical partners in the delivery of nursing facility and rehabilitative care. This incumbent will report to the Senior Advisor (Program Manager 3) of OAAS, with collaboration with the Assistant Secretary and Deputy Assistant Secretary. The incumbent will interface with programmatic and administrative staff, as well as LDH Executive leadership with an objective of ensuring the office priorities are aligned with the organizational priorities and that OAAS is operating at an optimal level of service and support.
The ideal candidate will have working knowledge of state systems, LDH organizational structure, clinical nursing capabilities; and assessment and care of the elderly and disabled adults. Preference will be given to applicants with professional leadership experience and Registered Nurse licensure.

Responsibilities for this position will include, but not limited to:

  • Serve as liaison to nursing facilities and nursing facility associations statewide
  • Build an infrastructure within OAAS to provide a state liaison for non-regulatory activities
  • Offer clinical assistance to nursing facilities through the Civil Monetary Penalty program
  • Completes risk based assessments
  • Knowledge of nursing facility regulations and standards to provide clinical assistance for nursing home care, quality assurance and performance improvement programs that impact quality of care
  • Establishes statewide quality improvement plan and facilitates implementation
  • Gathers and provides data analysis to inform quality metrics and opportunities for improvement
  • Supervision to direct reports

  • Supervise budget and resource allocation and develop financial forecasts with minimum staffing level.
  • Monitor overall organizational performance to identify problems and opportunities for growth.
  • Create operational policies and procedures to ensure efficiency in resource allocation.
